As the road is a public entity, so whoever is using it whether you have a driving license for the motor vehicles or without a license for non-motor vehicles as long you caused danger to other users you violated the law. So don't blame people knock you down by accident or by purpose. There is no one being a road bastard by accident, all come with a cause when one becoming irresponsible.
