Naked on the street

OK this is a small and totally pointless observation and maybe it's just me.

But why is that local Chinese guys in HK can walk around topless all over Hong Kong and it doesn't matter, and yet we find it so amusing when a westerner does the same thing? It's so hot here why can't any guy walk around topless in the sun without feeling stupid? Why is it only limited to local Chinese guys?

I'd love to be able to walk around shirtless in the sun around Central and not feel so weird about it.

If you're a foreigner here or local what are your views on this descrimination?

More westernized and mixed people should also be allowed to squat, cough phlem up, pick our noses, walk around topless or with a sweaty vest covered in dirt even sit on the street curbs or just sit on the floor and wash our feet in public fountains without feeling discriminated against too.
