前作《金映歲月》講述的是柬埔寨赤柬時代的過去，導演在拍攝時想起柬埔寨的現在和未來，特別是年輕的一代，便有了《紙醉金迷鑽石島》的初步概念。有觀眾認為影片更像是聚焦金邊這座城市的故事，而不是拍攝其中的人物。周戴維介紹，其實鑽石島是一個真實而普通地方，卻被政府賣給地產商開發成標誌國家未來的地標。他去到鑽石島，見到當地的年輕人，希望呈現他們和他們的生活。透過電影男主角波拿，柬埔寨的故事也隨之展開。

When asked about the film's reception in Cambodia (where the film was shot), Chou revealed that Diamond Island had a theatrical release last October. "I was very happy that we could make it happen," he adds. Since #DiamondIsland is relatively niche for Cambodian viewers (who prefer big Hollywood blockbusters or action comedies from China, Thailand, and South Korea), it was especially stressful and challenging for Chou to find a local distributor. "The premiere was full of young people — students but also local stars, singers, and models. It was a contrast showing an arthouse film with a room full of celebrities." Other than a few remarks about the film's relatively slow pace, people reacted very positively. "Internet users expressed pride in having a film that shows how Cambodia really is to the outside world." #hkiff
